Authorization monitoring is the first application.
Interlockd models the date-ranged join between a location, a product, and the licence that permits it. That join is the infrastructure. The first thing a licensing manager uses is the gap list it produces.

A licence alone does not tell you whether a branch may offer a product today. Interlockd connects the legal entity, the location, the product, the jurisdiction and the effective dates — including authorized agents.
Organizational state
Entities, locations, products and authorizations describe how the business is configured.
Cited rules
Versioned rule packs with an effective date, a source citation, and review provenance. A finding traces to the authority behind it.
A reproducible finding
The same register, the same rule pack and the same as-of date produce the same gaps. That is what lets a report be re-run in front of an examiner.
Where judgment sits
A person decides.
The engine does not.
Gap detection is deterministic code. A model may draft research or a summary for a person to review. It never determines a regulatory outcome, never decides whether an obligation is satisfied, and is never the reason a finding exists.
Cited, versioned rules
Every assertion traces to a source, a version and an effective date.
Human verification
Rules a customer’s register touches are verified by a person before that customer sees a finding.
No legal conclusion
The product reports evidenced conditions. It does not tell you that you are compliant.
