A current licence is one part of the picture. The product asks which entity holds it, which products it covers, where activity occurs, and whether that join is live on the as-of date.

Establish the locations, entities, products and date-ranged authorization relationships in scope — authorized agents included.

Review the exceptions
Surface uncovered, lapsed or expiring relationships. Keep research tasks distinct from a gap against the operator.

Hand it to a person
The written review and the findings inbox name the location, the activity, the date and the rule. What that means is a human judgment.

Every rule carries the source it came from. A finding traces to that authority. Coverage is read from the rule pack at build time, not typed into this page.
A rule stays drafted until a person has read the authority and recorded their verification. An activity outside the researched set is a research task on our side, never a shortfall attributed to the operator.
